Because Congressmen of both parties don’t read any of the bills they pass, and have no interest in doing so. The actual language that goes through is something like “Amends section 193(c) of HR 1332 to read ‘container of poop’ instead of ‘bucket of poop’”

There’s no way anybody could make sense out of that kind of thing without actually going back to HR 1332 and looking at the sentence that’s being modified. And HR 1332 was probably written the same way, so it may take you all day to follow the legislative thread back and figure out what the hell any of it means.

Congressmen have staff write and explain the implications of the bills they vote on. If you’re thinking that makes Congressional staff pretty influential, well, you’re right.

I meant in the sense of making the Dems read the bill aloud (which you can do in the Senate). I think the GOP has done little to make me say, “Hmm, now there’s a party I need to support…” and everything to make me say “Wow. So how quick can we make these idiots go the way of the Whigs again?” Seriously–the fact that the Minority Leader can sh*t the bed and go from 55-40 seats in two elections, hasn’t been able to stop a single thing the Dems really wanted to make happen, and generally seems to resemble a slightly more hirsute version of Elmer Fudd every time he’s asked about what his plan is makes me wonder why I should donate dollars to the GOP. Especially when I can better spend them buying supplies for when the country goes broke.
