Question for all the lawyers in the house
If a drink cost $10 and tax is 8.625%, is an establishment allowed to ’round-up’?

I hope so.
People do not stagger in bars from the effects of alcohol; they stagger from the weight of the change in their pockets.
Blantantly illegal, however one might argue that since he didn’t notice until after he signed the credit card receipt, he ratified the contract and has no recourse. But as one of the commenters said at that blog, I’d definitely call 311.
